ATL Zoning 2.0: what it could mean for ADUs

Atlanta is rewriting its zoning code for the first time since 1982. Here is where it stands and which ADU changes have been proposed.

Where things stand

ATL Zoning 2.0 is the City of Atlanta's first full rewrite of its zoning code since 1982. As of October 2026 it has not been adopted. Draft Version 2 was released in December 2025, public comment closed in April 2026, and revisions are under way. A council vote isn't expected before early 2027. Until a new ordinance is adopted, the current ADU rules apply.

ADU changes that have been proposed

The city's planning department has floated a package of more flexible ADU options. Proposals discussed include:

  • Allowing attached ADUs.
  • Larger ADUs, up to 1,000 sq ft.
  • A taller height limit of 24 ft.
  • Allowing ADUs in more districts, such as R-4B.

These are proposals only. They may change or be dropped before adoption, so don't design to them yet.

Should I wait?

If your lot is already in R-4, R-4A or R-5 and a 750 sq ft detached ADU fits your plans, there's little reason to wait: the current rules already allow it, and a new code may add requirements as well as remove them. If your lot is in R-1, R-2 or R-3, or you want an attached unit, it may be worth watching the rewrite. We'll update this page at each milestone.
